I think you should find out more about the PIB bill that the NASS refuse to pass and it's effect on the downstream oil sector (refineries inclusive). Government do not know how to manage infrastructure as shown in many sectors. PIB bill if passed into law will set proper rules and create the enabling competitive environment for private sector to participate in the downstream sector. Without that only the companies not interested in profit eg. federal government can do that. (currently dangote is building a refinery bigger than the capacity of our three combined with the hope the bill is passed before it's complete) but in the long term it's not healthy for growth of the sector as shown over the years. The only way to build refineries without spending government money and that will not rot away like our current ones is to have private sector operate in the sector. So, it's the NASS causing that. The federal government wants the oil sector to be like the telecommunications sector but that can only happen after the PIB bill is passed into law.

@charles he explained maybe you didn't watch the interview he said the contract to purchase arms was given to a company and irrespective of what happened the company still supply the weapons and the matter is in court not with him but with the company go and watch it again.
